The Bicester Town Neighbourhood Policing Team (NHPT) continue to focus on tackling drug‑related activity and associated anti‑social behaviour (ASB) across our highlighted priority areas. We recognise the impact this criminality has on residents, businesses, and the wider community, and addressing it remains a key priority for the team.

Targeting Drug Activity and Exploitation

Over recent weeks, officers have carried out a mixture of high‑visibility and covert patrols to identify those involved in drug supply, safeguard vulnerable individuals, and maintain community reassurance.

As part of this work, officers have been visiting properties previously associated with drug‑related activity and exploitation. These visits aim to prevent drug lines from re‑establishing themselves, disrupt offenders, and support residents who may be vulnerable to coercion or criminal influence.

We continue to work closely with partner agencies, including local schools, youth services, and social care, to ensure a joined‑up approach for young people at risk of drug exploitation. This multi‑agency collaboration ensures early intervention, safeguarding, and consistent support for those who need it.

Joint Operation – 24/03/2026

On 24th March 2026, the NHPT conducted a joined‑up operation with the Tasking Team. This proactive activity resulted in the significant arrests of two individuals who had been travelling from outside the area to deal drugs in and around Bicester.

Both males have since been released on strict bail conditions designed to prevent further offending while the investigation remains ongoing.

Community reports regarding drug activity in Pioneer Square, the Multi‑Storey Car Park, and other hotspot locations directly support these operations. Your information enables us to deploy resources effectively and prioritise offenders who pose the greatest risk to the community.

Targeting Prolific Retail Crime Offenders Linked to Drug Use and Supply

The NHPT is also actively targeting prolific retail crime offenders who are known to use and supply drugs within the Bicester area. This behaviour often fuels further offending, impacts local businesses, and contributes to wider community harm.

To disrupt and prevent their activity, we are utilising a full range of policing tools, including:

Intelligence‑led patrols and plain‑clothes deployments
* Stop/search where lawful grounds exist
* Targeted arrest enquiries
* Bail conditions, Criminal Behaviour Orders, and partner‑led sanctions where appropriate
* Close work with retail partners through existing crime‑reduction networks

This approach ensures that both the criminality and the underlying drivers of offending are addressed.

The Bicester Town NHPT continue to actively target retail crime across the highlighted priority areas.

Over the past few months, the team have secured significant enforcement outcomes, including charges authorised against Nine prolific retail crime offenders.

In addition, officers are looking for a further offender wanted on Fail to Appear Warrant to ensure they are brought back before the court.

This targeted work forms part of our wider approach to reducing retail theft, tackling repeat offenders, and maintaining confidence among local businesses.

Criminal Behaviour Orders (CBOs)
The team are currently reviewing opportunities to pursue Criminal Behaviour Orders (CBOs) against identified prolific offenders through the courts.
These orders can place strict conditions on individuals to prevent further offending and protect businesses and staff from continued harm.
Working With Local Businesses and Partners

Our officers continue to work closely with:

•Cherwell District Council’s Community Safety Team
•The Cherwell Crime Partnership

This partnership approach helps us share information quickly, identify offenders, and put preventative measures in place to reduce opportunities for crime.

The Bicester Town NHPT are aware of the continued reports of anti-social behaviour (ASB) being caused by a small group of individuals in and around Pioneer Square and the Multi Storey Car Park. We understand the impact this behaviour has on residents, businesses, and visitors, and addressing it remains a key priority for the team.

Recent Enforcement Activity

Officers have been conducting targeted patrols in and around the affected areas, which has now led to three arrests relating to this specific group of individuals for a total of 34 offences. The suspects have been released on strict bail conditions designed to prevent further offending while enquiries remain ongoing. We are progressing additional lines of enquiry, and where further suspects are identified we will be dealing with them as well.

We are also aware that the community have been concerned with a specific individual in Bicester Town centre who has been acting in a disorderly manner. This individual has also been arrested and released on Court bail conditions. Several investigations remain ongoing at this time however the team have been approaching this case from a Multi-Agency approach to provide a long term solution to some of the concerns presented.

Both the NHPT and Cherwell District Council are working closely together in relation to this individual and are exploring Acceptable behaviour contracts, Community Protection Warnings and utilising powers under the Public Space Protection Order.

Working With Young People and Partners

We recognise that majority of those responsible are young people, and while all criminal activity will be investigated thoroughly, we are also working closely with:
•Youth services
•Schools and early intervention teams
•Local partner agencies
This approach ensures that we explore all available early intervention options to reduce the likelihood of further offending and support those who may be vulnerable to negative peer influence or exploitation.

Environmental Improvements

We have also seen positive action taken by local partners, with bollards now being utilised in Pioneer Square. This measure helps prevent dangerous driving, misuse of vehicles, and inconsiderate parking outside the cinema and Sainsbury’s. These changes support the wider effort to make the area safer and more welcoming.
